Dear Neighbor,

We are all in this together –- and we are glad to have this website as our online meeting place. At last we have this official community bulletin board to post the latest news and information on matters that affect our village. If you have photos, videos or articles to share about a recent milestone or event in your life, here’s the place to do it.

Let us work together to build a better, gentler community. The only rule in communicating with each other is that we agree to disagree agreeably. Let us use this website to reach each other. You may disagree with some policies being carried out by the Board, and we would like to know why.

Indeed, no one has a monopoly on wisdom.

To develop the New Capitol Estates as a community where its members enjoy life and liberty under a safe and healthy environment, and where peace, order and harmony prevail.

Our Mission:

  • To deliver adequate utility services to the members of the Association;
  • To maintain peace and order;
  • To continue upgrading the community’s physical plant and surroundings;
  • To provide such amenities and improvements that will redound to the community’s health and well-being; and
  • To achieve the highest possible living standards of the residents.

Our Principles of Governance:

  • Transparency and accountability;
  • Honesty, uniformity, fairness and consistency in applying Association rules and regulations;
  • Guided by the common good and best interests of the community;
  • Democratic participation by all stakeholders in the Board, Committees, and community assemblies;
  • Observance of the rule of the majority and the rights of the minority;
  • Operate under the rules and/or agreed standards;
  • Within the jurisdiction and area of competence of the Association, the concerns of homeowners are primordial and are to be attended to with dispatch. and
  • Promotion of harmony, non-partisanship, and good neighborliness in the community.

We are working hard for you.

Are you doing your share to support our Association? We hope so. Otherwise, it becomes much harder for us to accomplish our mission. Everyone suffers as a result.

There are no more ifs or buts about the legality of the amended Articles of Incorporation and By-Laws that govern our New Capitol Estates Homeowners Association, and we have the certificate from the Housing and Land Use Regulatory Board to prove it.
